As Executive Director, Phil led the Strategic Sourcing arm of the Queensland Government Procurement Transformation. Working across all 19 agencies Phil ensured that industry engagement was carried out before tenders were issued and that respondents were invited to tender briefing sessions - thus ensuring that respondents understood all aspects of the tender process. This innovation ensured that responses were optimal and probity was maintained. Categories tendered included Engineering Consulting, Pharmacy, Prosthetics, Facilities Management, CAPEX Construction, Fleet and Furniture.
